Cannot add Launchers and error launching VSI MMC

I do get an Unhandled exception when I start the VSI Management Console:

Could not load file or assembly 'System Core Version 3.5.0.0 ...

And looking into the details I can see:

Now choosing a continue here, will bring up the VSI MMC, but I can't add any launchers. Adding a launcher will result into the following error:

This happens on a new Windows 2008 R2 SP1 system, where LoginVSI v3.61 Professional is installed. Do you have any hint where to look further to resolve this issue or is this a known problem?
