The Hidden Costs of Azure Virtual Desktop (And Where to Find Them)

October 27, 2026

Total cost of ownership concerns can prevent enterprises and MSPs from migrating to Azure Virtual Desktop. Most teams who manage existing environments know there is room to cut costs, but can’t say where the waste is, or quantify it.

While compute makes up the bulk of costs in most environments, there are other areas like storage that often don’t get enough attention. Throughout the stack, Azure’s native tooling shows cost but doesn’t make finding or cutting waste easy.

So, where is all that extra AVD spend coming from? More often than not, it comes down to four areas: compute, OS disks, profile storage, and images. We’ll break down where costs tend to creep up, what to look for, and where you can start cutting back. We’ll also cover a few operational inefficiencies that might not show up on your Azure bill but are still costing your IT team valuable time.

For reference, all pricing is based on East US pay-as-you-go rates as of October 2026.

Compute Costs: Idle Hosts and Oversized VMs

Autoscaling: Stop Paying for Idle Session Hosts

By far the largest line-item will be computing resources. Under Azure’s pay-as-you-go billing model, a running virtual machine will incur costs whether it is used or not. With ~730 hours in a month and ~174 working hours (M-F, 9am-5pm), an always-on configuration leads to significant waste. Consider this example:

  • A single Personal Desktop
  • D4ads_v6 machine
  • Only powered on 9-5
  • Based on eligible Windows client license entitlement rates
 24/7 Always-onMonday-Friday 9am-5pm
Cost per hour$0.228$0.228
Usage hours730174
Total costs$166.44$39.67
Monthly Savings per host $126.77
Annual Savings per host $1,521.24

Across 100 Session Hosts, savings of $152,124. Every organization is different, and the idealized 9-5 usage pattern may not be exact for your use case.

Power management eliminates compute costs while hosts are off, however there are still storage costs associated with the disk, and Hydra can help you minimize those too. With Hydra, schedules are flexible and granular enough to support unique usage patterns, including scheduling for specific days or weekends.

Hydra host pool details provide rich visualizations to help your teams dial in autoscaling policies, including usage patterns, true compute requirements, and areas where waste could be reduced by optimized autoscale scheduling.

Over-Provisioned VMs and Under-Spec’d Session Limits

Autoscaling ensures that you’re not incurring costs when VMs aren’t running. But what about the VM SKU itself? Since every VM type has a unique usage cost, it’s also important to select the right SKU.

Choosing the best SKU for your workload is out of scope for this post, but there are a few different ways this presents itself:

  • Overprovisioning a machine for a single user
  • Setting a lower-than-optimal density on a multi-session machine

It’s important to remember that power management is only part of a holistic approach to optimizing compute costs. We recommend consulting Microsoft’s own session host sizing guidelines.

One Microsoft recommendation is a simulation approach, mimicking workloads to gather data for performance and scalability analysis. Login Enterprise was built for exactly this.

Storage Costs: OS Disks, FSLogix Profiles, and Images

Storage is often a significant line-item on an Azure Virtual Desktop invoice. This not only includes OS disks, but also Azure File Shares used for profile management, and the underlying images used by the Session Hosts.

OS Disks: Swap Premium SSD for HDD When Hosts Are Off

Generally, every virtual machine Session Host in an Azure Virtual Desktop environment will incur storage costs from its OS Disk. The OS Disk stores Windows, installed applications, and anything written to the local C: drive. Microsoft offers varying sizes, performance tiers, and redundancy options for managed disks.

When you power off a virtual machine in Azure, the machine still incurs its storage costs. Microsoft recommends a Premium SSD for production workloads that require an SLA, which carries a premium cost relative to standard offerings. This means when you deallocate a machine, the Premium disk costs continue. Management platforms like Hydra offer the ability to swap this disk SKU when the machine is powered off for additional savings.

Consider this example, based on a 128 GiB, LRS OS Disk in Azure East US. For context, the Premium SSD (P10) runs $19.71 monthly, while the Standard HDD (S10) is only $5.89 (Standard HDD also charges per transaction but for this swapping example, that’s a non-factor).

ScenarioPremium hours/monthHDD Hours/monthMonthly cost
Always Premium SSD7300$19.71
Premium M-F 9-5, HDD Off-hours174556$9.18
Savings per host $10.53 (53%)

In this example, disk swapping with Hydra can save $10.53 per month, per machine. For 100 Session Hosts, that equates to $12,636 per year, and savings would be greater for larger and/or higher-tier disks. This can be especially powerful in Personal desktop scenarios, and where dynamic autoscaling isn’t compatible with requirements.

Ephemeral OS Disks for Non-Persistent Workloads

Azure also offers ephemeral OS disks, which store data locally rather than on a managed disk. This delivers lower read/write latency without a separate disk charge, unlike managed disks. The trade-off is that VMs using ephemeral OS disks can’t be deallocated.

In practice, this means savings come from deleting and rebuilding hosts rather than simply stopping them. For dynamic, non-persistent workloads using FSLogix, this can be a great way to minimize storage costs while getting a slight performance boost. Hydra provides the tools to build and maintain golden images, along with granular, dynamic autoscaling to rebuild machines on a schedule.

FSLogix Profiles: Right-Size Azure Files Shares Automatically

FSLogix is used for user personalization and profile roaming in non-persistent workloads, often alongside Azure Files. Azure Files Premium shares are typically sized upfront, based on the expected profile size multiplied by the number of users.

With provisioned Premium shares, you pay for the provisioned capacity whether you use it or not (pay-as-you-go file shares are billed based on used capacity). An oversized share means paying for storage you don’t need, while an undersized share can fill up and cause login failures.

To address this, Hydra can automatically adjust provisioned storage. Admins set three values: a free-space threshold, a target amount of free space to maintain, and a maximum share size.

When free space falls below the threshold (e.g., under 100 GB), Hydra adds just enough capacity to bring free space back up to the target (e.g., 300 GB free), without exceeding the maximum. Once a day, Hydra can also automatically shrink the share when free space exceeds that target, so you’re not paying for capacity you don’t need.

For organizations that regularly remove profiles due to personnel changes or evolving use cases, or that take advantage of Hydra’s FSLogix profile deletion capabilities, this can help quickly reclaim unused capacity.

Images: Retire Unused Versions and Regional Replicas

Image storage is another often-overlooked source of unnecessary costs. Waste can come from unused or outdated image versions, duplicates, and test images. Without regular cleanup, monthly builds, failed builds, and leftover images can continue generating charges long after they’re useful. Azure Compute Gallery charges for regional replicas, so costs can multiply quickly in global deployments.

One way to keep these costs in check is to establish an image retention policy, such as keeping the current image plus one or two rollback versions. It’s also worth ensuring that images are only replicated to regions where they’re actually needed.

Hydra’s image inventory page provides visibility into every image across your environment, including its publication date and active VM count. This makes it much easier to identify older, unused images, all from a single pane of glass. No KQL queries needed.

Automation and Troubleshooting: The Waste That Isn’t on Your Azure Bill

While these savings won’t show up as a line item on your Azure bill, Hydra can also help IT teams save valuable time on everyday administrative tasks, including:

  • Customizing, capturing, updating, and publishing session host images
  • Creating and deleting session hosts
  • Troubleshooting end-user sessions and diagnosing user experience issues

These tasks add up, especially when your team is managing a large AVD environment. Hydra’s PowerShell engine helps take repetitive work off your admins’ plates, allowing them to create standalone scripts and workflow Collections that automate complex runbooks across IT Operations and the Service Desk.

And when something does go wrong, Hydra Agent provides real-time visibility to help teams identify and resolve issues faster. Hydra users report reducing mean time to resolution (MTTR) by up to 70%, giving admins more time to tackle other tickets and deliver a better end-user experience.

Because at the end of the day, controlling AVD costs isn’t just about what you’re spending in Azure. It’s also about making better use of your team’s time.

Cost Attribution and Analysis with Azure Tags

Tagging resources within Azure helps with cost attribution for Finance and FinOps teams. Defining a standard set of tags around the business unit and use case can help refine analysis and surface areas to reduce costs.
