The State of EUC Migration 2026: Mid-Year Trends in VDI, DaaS & Desktop Modernization

Desktop infrastructure is in the middle of a significant shift, and the decisions IT teams are making right now will shape how they operate for the next decade.
Over the first half of 2026, our product specialists, solution engineers, and customer-facing teams have spoken with organizations around the world about desktop modernization, cloud adoption, Windows 365, Azure Virtual Desktop, and everything in between. While every environment is different, many of those conversations this year are pointing to the same five emerging themes.
This mid-year report draws on those real-world enterprise IT conversations, combined with current industry research to map the trends we believe are shaping desktop infrastructure today and where we see the market heading next.
In short, desktop infrastructure has entered into another period of major change with more options, rising costs, and changing business needs that are pushing IT teams to revisit decisions. Just a few years ago, the conversation was almost entirely about moving to the cloud. Today, it’s much broader. IT leaders are weighing cloud against hybrid deployments, comparing long-standing virtualization platforms with newer services like Azure Virtual Desktop (AVD) and Windows 365, and taking a harder look at costs, operational complexity, and how much flexibility they’ll need over the next several years.
And the numbers suggest this isn’t an isolated trend.
According to a 2026 state of cloud computing survey, 66% of IT leaders are actively evaluating a new VDI or DaaS solution, up from 58% the previous year. More than half say they expect to make a decision within the next four to six months.
Of course, this doesn’t mean organizations are up and walking away from their current platforms. Instead, many continue to expand Citrix and Omnissa deployments while introducing Microsoft technologies where they make sense. Meanwhile, others are focused on refreshing existing environments rather than migrating away from them.

Five EUC Migration Trends Shaping 2026
1. Enterprises are re-evaluating VDI and DaaS platforms again!
Desktop infrastructure was relatively stable for much of the last decade. Once an organization selected a platform, it often stayed in place through multiple hardware refresh cycles.
That’s changing. Microsoft continues to invest heavily in Azure Virtual Desktop and Windows 365, while virtualization vendors continue to evolve their own platforms and licensing models. This puts IT teams in the unique spot to make decisions that shape how their desktop environments will look over the next five to ten years.
Rather than approaching modernization as a rip-and-replace project, organizations are using this time to compare deployment models, licensing costs, operational overhead, and user experience before making their next investment.

2. Hybrid VDI Wins. Cloud vs. On-Premises Is No Longer Either/Or
For several years, “cloud first” dominated infrastructure planning. Now, many organizations are taking a more measured approach.
Microsoft’s announcement of Azure Virtual Desktop support through Azure Arc, among other solutions, that allow organizations to manage session hosts running on-premises or in third-party data centers using the Azure control plane. That flexibility reflects how many enterprise environments are currently operating.
We see recent data reinforcing this trend, with nearly half of IT leaders saying they’re evaluating moving some workloads from cloud back to on-premises infrastructure, while another 42% report operating across multiple clouds.
We can infer that the question has narrowed from whether workloads belong in the cloud or on-premises, to pinpointing which workloads belong where.
Instead of forcing every workload into one deployment model, organizations are building environments that support both.

3. AI Workloads and GPU Capacity are Reshaping Desktop Planning
You’d be hard-pressed to find an industry that isn’t talking about the power of artificial intelligence right now, and EUC is no exception. But despite the headlines and buzz, AI hasn’t fundamentally changed desktop infrastructure…yet.
But it is beginning to influence how organizations think about the future.
One of the most immediate considerations is GPU capacity. As organizations invest in GPUs to support AI workloads, IT and business leaders are under increasing pressure to maximize those investments. That may mean looking beyond dedicated AI use cases and considering how available GPU capacity can support other workloads during idle cycles, including virtual desktops and other EUC environments.
Additionally, Microsoft’s introduction of Windows 365 for Agents offers an early example of where desktop services may be headed. Rather than supporting only employees, future cloud environments may also support AI-driven workloads that require their own security policies, lifecycle management, and operational oversight.
While most IT teams are experimenting with AI agents, few are relying on them at scale. And the desktop management tools needed to support those environments are still evolving.
However, with Microsoft reporting 15 million paid Microsoft 365 Copilot seats and continued Azure growth, organizations planning desktop investments today are beginning to consider how AI may fit into their environment over the next several years.

Most emergent use cases aren’t on the desktop, so there’s little reason to rearchitect the estate around AI yet. If identity, access, security, performance, and user experience are aligned, layering on AI will be straightforward. Otherwise, every gap becomes a project you didn’t plan for.

4. Cloud Costs, Licensing and Vendor Lock-in Now Drive EUC Decisions
Financial considerations have long been part of IT decision-making. But as EUC environments become more complex, so does the financial equation behind them.
Subscription licensing, cloud consumption, storage, networking, and day-to-day administration all have a direct impact on the total cost of running an EUC environment. At the same time, organizations have to weigh those costs against longer-term considerations, including scalability, vendor flexibility, and the ability to adapt as business priorities change.
A recent Flexera report shows us that the estimated wasted cloud spend went up to 29% during the last fiscal year, and managing cloud spend remains a top challenge for 85% of organizations.
At the same time, organizations are thinking beyond today’s costs. As 94% of IT leaders are concerned about vendor lock-in, 57% cite future support, and 46% point to product roadmap uncertainty as factors influencing purchasing decisions.
Together, these pressures are changing the questions EUC teams need to answer. It’s not enough to demonstrate that a platform performs well. IT leaders also need to explain what it will cost to operate over time, how it will scale, and how easily the organization can adapt if business priorities or vendor roadmaps change.
For EUC teams, the job is not just building a reliable desktop environment; it’s building one that’s technically sound, financially sustainable, and flexible enough to evolve.

“A few years ago, technical improvements alone could justify a platform change. Today, that’s rarely enough. Finance is involved much earlier, and they’re looking beyond licensing costs to understand long-term operational impact, cloud spend, staffing requirements, and business outcomes. If you can’t explain both the tech benefits and the financial case, don’t be surprised if your proposal comes back with questions rather than approvals.

5. Performance is Becoming the New KPI
Modern desktop environments stretch across cloud services, identity providers, networks, physical endpoints, virtual desktops, SaaS applications, and increasingly, AI-powered services. A user can have a terrible experience even when every individual component appears healthy.
What does that mean for IT teams? Instead of asking, “Is the infrastructure available?” Now, they must confidently answer, “Can employees actually get their work done?”
Teams are shifting from reactive troubleshooting to proactive performance validation. Instead of waiting for users to report that login times increased after a Windows update or that application performance degraded following a policy change, organizations are continuously testing the health of their environments to catch regressions before they’re introduced into production.
This shift mirrors a broader change in enterprise IT. Gartner notes that organizations are increasingly expected to measure technology performance based on its impact on employee productivity and business outcomes.
For EUC teams, that means success is no longer measured solely by uptime or resource utilization. It’s measured by whether users can log in quickly, launch applications consistently, and work without interruption.
Organizations getting ahead of these issues are continuously measure the end-user experience, identify performance regressions before employees notice them, and validate changes before they’re rolled out at scale.

“We’ve all seen it. Patch Tuesday rolls around, the image gets updated, everyone signs off because nothing looks obviously wrong, and Monday morning the help desk lights up because logons are suddenly 20 seconds slower. “Nothing broke,” but the user experience did. That’s exactly the kind of regression you want to catch in pre-production, not after it’s been rolled out to 5,000 users. The easiest way to avoid this is to establish a performance baseline before making changes, then validate the environment after every update. If you know exactly how your environment performed yesterday, spotting regressions before production is much easier.

EUC Migration Outlook: What to Watch in H2 2026 and Beyond
If the first half of 2026 has shown us anything, it’s that desktop strategy is no longer a set-it-and-forget-it decision.
Over the coming months, we’ll be watching how organizations balance hybrid deployments, prepare for AI-driven workloads, and continue to optimize cloud spending without sacrificing user experience. We also expect to see more IT teams move beyond reactive troubleshooting toward validating performance before changes reach production.
